Hi, I found this (see attachment) in my Grandfathers papers, I think it may be in Dutch.
I was wondering if anyone could transcribe it to English for me please  :)

Hello,
Can any kind soul recognise (and hopefully translate) the highlighted words on the attached Dutch birth certificate from August 1903.
I believe they relate to the date and time of birth, which I believe was on 24th August,

It's an address.
3rd line reads Alg. Politie = General Police.

The other is the time "half twaalf" = 11.30pm
