Hi there
I believe this is a photo of my great grandmother Agnes Shields, holding my grandmother Nancy Shields. Before she was adopted when she was 2.
It would most probably be in Waitakere NZ in about 1920/1921

Looks like 20's to me but I am NOT an expert
