The textured paper and the use of pencil suggest that it's a painting or print. If so, a photo of the whole picture might be useful, since it could suggest a location or nationality to work with. This approach has worked here in the past.

Going back to the signature and my suggestion of Wrindley for the surname, I did seriously consider something like Cherwood, but I thought there were too many strokes in the middle.
