A very warm welcome to Rootschat.
https://www.libertyellisfoundation.org/passenger
I checked for Verhoogen, no given name.
There are 2 records for an Irma Verhoogen (born 1889) arriving 1919 and 1931 - nothing for 1912/13.

You can also search for a passenger in very flexible ways, in case her name was misspelled so badly that it couldn't be recognized.

Her arrival in 1919:
Arriving from Le Havre September 13, 1919,
Irma Verhoogen, 30, Flemish
and Robert Verhoogen (son) 3,
headed to husband M Verhoogen 23rd St, 105 ELMHURT (Long Island)
had been in the US, on Long Island, from 1912 to 1919, born in Anvers, Belgium
contact in Belgium, her father M Deryche Theodore, Rue du Palaie, 140 Anvers, Belgium
- I thought this was wrong until I realized the manifest was filled out at Le Havre, so "M" meant "Mister", not the initial of her husband's first name. American would be "Mr."
Her son Robert with her was what ID'd her, since she mentions him on her petition for naturalization.

Robert was born in the US, according to another arrival in 1931, so she definitely was in the US by 1916. I didn't recognize "Deryche" as "De Ryck" until later.

Kroonland passenger lists arriving at NYC:
http://www.bac-lac.gc.ca/eng/discover/immigration/immigration-records/passenger-lists/passenger-lists-1865-1922/Pages/list.aspx?ShipName=Kroonland&
I did a quick look at the 1913 lists but didn't see her. Maybe you'll have more luck.

From https://www.libertyellisfoundation.org/ellis-island-history
"First and second class passengers who arrived in New York Harbor were not required to undergo the inspection process at Ellis Island. Instead, these passengers underwent a cursory inspection aboard ship, the theory being that if a person could afford to purchase a first or second class ticket, they were less likely to become a public charge in America due to medical or legal reasons."

also
is this her husband?
SS Kroonland, Ellis Island site says it was departing New York October 17, 1920.
Aliens employed on the vessel as crew
Francis Verhoogen, 35, Flemish, assistant steward, engaged September 17, in New York
If so, was he on the Kroonland in 1912/1913? Was she travelling with him? If so, was she traveling in steerage (3rd class)? I would guess no, but it is just a guess.
When naturalized, she gave the exact date of arrival of a real ship, so you have to think she actually was on it.

I also looked through the entire manifest for Jan 2, 1913, Kroonland arrival, so that makes 3 of us that didn't find her. :)
Bottom line, she could have been on the ship, just not 3rd class.

FOUND HER !!!!!!
Go to Ellis Island and use the ship search for the Kroonland arriving Jan 1913. Click on the manifest and scroll to page 35. She is at the bottom of the page.

Thanks for the records, everyone. Her husband Francis was at some point a barge captain on the vessel "Kroonland" though not when Irma was on it.
