I am trying to find the occupants of 60 Victoria Embankment Darlington for the 1901 and possibly the 1891 census but cant get the information

I know the above  a bit big but Victoria Embankment is still in Darlington. There is a photograph of Number 60 if you scroll down.

Yes it is - the Darlington street index has Victoria Embankment at RG12/4040 fo68-70. (I think you gave us Durham.)

No. 60 isn't listed, but the last census page referring to Victoria Embankment records that there were 17 houses uninhabited, and 4 under construction. So it was presumably one of these.
