Title: 1921 Census Scotland
Post by: Matherino on Sunday 24 March 19 14:40 GMT (UK)
Hi

Apologies if I've missed this before. I've just read an article about the 1921 Census becoming available on Find My Past from January 2022. However it just talks about the England and Wales Census and makes no mention of the Scottish one.

Can anyone confirm where someone will be able to access the Scottish 1921 Census. Will it just be on the Scotlands People site like the 1911 Census? If it is, I presume will be available from January 2022 the same as the England and Wales Census.

Thanks.

According to www.familyhistory.co.uk the Scottish 1921 census will be released in 2021. I expect it will only be available on the official website, scotlandspeople.

That is my understanding too flst.

Last time I visited they had some rooms closed as staff were busy transcribing the 1921 Scotland Census. Not the main research rooms obviously.

It should be available in 2022 as 100 years (from the end of the year it was taken) has to have passed.
Having written that the current 100 year ruling on the census is a UK Government ruling and Scotland may not observe it being a devolved Nation

According to both the National Records of Scotland and ScotlandsPeople websites, the 1921 Scotland census will be released in 2021. Census records in Scotland are closed for 100 years under the Freedom of Information (Scotland) Act 2002, so not governed by the same act that census records in England and Wales are.

If you look at the Freedom of Information (Scotland) Act 2002 it states
"(2) Information cannot be exempt information by virtue of—
(a) section 41(b) after the end of that period of sixty years; or
(b) section 34(2)(b), 35 or 38(1)(c) or (d) after the end of that period of one hundred
years,
which commences at the beginning of the calendar year following that in which the
record containing the information is created."

That means legally the 1921 census (Scotland) cannot be released until January 2022 similar to the 1921 Census of England & Wales.

At least Scotland will not be selling the 1921 Census to the highest bidder e.g. Find My Past.

As with the 1911 Scotland Census it will only be viewable on Scotlands People,

Why do you think that is a good thing?

Is it not better that a commercial company pays to scan the images, index it and supply Scotland's People with a ready made data set, then Scotland's People having to do all the work themselves when they could be working on the thousands of other records that require digitising?

Do not forget the digitising contracts only provide for a short exclusive period for the company that scans the records and also has to pay the archive royalties during the period they host the records.
This give the archive a number of advantages including releasing staff for other work a short exclusive period for the company that digitises the records that enable it to recoup some of the outlay and the general public who use the records the choice of supplier.
In addition it should be remembered that the record set may be viewed free of charge at the archive who holds the records.
This actually gives more choice to the general public, benefits the archive and benefits the commercial companies, everyone wins.
