He as born in Newcastle on 21/4/1930
Any Help would be appreciated

Using his birth date you should be able to find him on the 1939 Register with his parents

you can see that his mothers maiden surname was Boyd.

Using the same source you can locate a Dowling / Boyd marriage (1925)

This site indicates that parents married at St John in Hebburn.

James Dowling and Elsie M Boyd married on 8 February 1925.

If you go on this local website below and click on the Tyne and Wear User Guides you will see that this archives holds the marriage registers at that Church covering the marriage date.

there is another birth reg S Shields George A R Dowling mother's maiden name Boyd -so possibly a brother??
Sadly there is a death reg Sept qtr 1942 Durham NE George A R Dowling age 14

ther is a tree on A******y which has led me to the following which may be worth further research

Alfred emmerson Dowling b.1930
father James Dowling b.1906
Grandfather William John Dowling b 1874 Hebburn New Town Durham married Sarah Hannah Emmerson (they had at least 11 children -6 died before adulthood -one was William John b 1898 died 1904 age 6)
