Is it possible to make this picture clearer?

Was that discoloring on the photo or was that after scanning?

WOW!!

on the photo; my aunt has the original.

We have one of her daughter, also, which is dated 1904, taken by a different photographer.  Her dress doesn't have the lace neckline or puffy sleeve.  So, I don't know when this one would have been taken.

Hi dawghowsca,,
Is that color stobing on the originals? It seems like an artifact from scanning.

That last one did not scan well, so maybe.  I will pick up the original & try again in a few days -- although I am not sure how to show it to you without scanning it??

Thanks so much for what you have done.  I did not have a clear image of her.

Looks to me like scanner problems. It almost looks as though it's being scanned while still under glass. I can't imagine a sepia or b&w original would have color banding.  What model scanner do you have?
For optimal restoration, I would suggest, if at all possible, getting a better scan.
