Title: Enhancement of photo from old newspaper cutting

Hello.  wondering if someone can improve on this 1927 photo from an old newspaper. A contact of mine  in Australia asked if I could find an article on his grandfather  who served in the Royal Navy at the time of the Crimean War.

There was also a photo attached to the report which I would like to send to him.  I know its a tall order but can anyone do anything to improve the quality please.
