On the 1901 Rose was recorded as daughter. As Mabel said, the enumerator could have got the parents names wrong ???

Enumerator error is the only explanation I can get to. Rose and older brother fit children on 1911. Kate Carvey is with her Dunnell [Donel] grandparents on 1901 (as Carvey) and with Mark and Alice on 1911
