There used to be a map on RootsWeb that had the parishes with hyperlinks that took you to a map of the townlands in that parish. I went to look for the map today & it seems that the page is down:

Not sure I quite understand what you are looking for but this will give you the Civil Parishes and a list of townlands in each

Only other one I can think of is the OSI Mapviewer.
Using the search
Select a county, than a historic parish
The parish will be coloured yellow but you have to zoom in a good bit and move around to see the townlands.

It breaks each county down by townland, DED, parish etc.
