Title: Dating a snapshot taken in St Louis

This photo was in a box with many identifiable photos from my grandfather's side of the family. This woman bears a strong resemblance to my grandfather and appears to be sitting in a back garden by a set of outside stairs with 4 children. It is a snapshot on thin paper. Any ideas on a time range based on the clothing would be very helpful.

This is probably a Blake, Dawes, Eiler, Vorberg, or Sicking family photograph, taken in St. Louis.

The start date is WW1 but could be into the very early 20's but not by much.
The girl 2nd. right is wearing a dress with a dropped waist band, these first appeared around 1915 but she's just wearing it now as playing out clothes, so I would suggest 1917-20.
