I wonder if anyone can help me decipher this note next to a marriage entry.

I see second line as "corrected at date of entry"....23/1/89...then by Mr. R. Cullen, Registrar.

Without seeing the whole thing, something in the entry has been corrected, and was corrected at date of entry.

Hi,
I can see what you are saying about the second line and the corrections. The data was entered in the wrong boxes originally. I cannot decipher the first sentence which seems to refer to a different date to the marriage which is recorded as 23/1/1887.

I think it's not a date, but  ...

En(tries?) in cols. 6 - 7- 8 & 9 (referring to the data being entered in the wrong columns)

I think you are right about the column numbers. 
It is great to get a little help when I am going off at a tangent.
