I
trying to identify a person in a photograph which I believe was taken
in Liverpool.The photo was taken at some kind of award ceremony and I am
trying to identify the man receiving the award.
The photo was taken by H.A. Smith photographer 68 South Castle Street
Liverpool.
Could someone please try to date this photo.Would anyone have any idea
what the ceremony was and could anyone maybe identify anyone in the
photo.

I think the clergyman right foreground is Cardinal Richard Downey, Roman Catholic Archbishop of Liverpool 1928 - 1953. See the photo bottom right here http://www.litherland-digital.co.uk/album_9/pages/star_of_sea_warmem.html

Yes I agree I thought straight away it was an RC photo and I recognised one of the men and the name "Downey" came to mind.

The member of family who I believe is in the photo was I think not connected to the church or a member of a religious order. If I am right he was born in Ireland and lived in Dublin most of his life

This doesn't help identify your mystery man. But I think the photo could be pre-1932.
As you can see from the photograph Cardinal Downey was portly to say the least. However there are newspaper reports that he put himself on a severe diet in 1932 and lost a good 6 stones of what he described as his 'too solid flesh'.
What is the name of the person you believe the mystery man to be?

This is a photo my grandmother had.Her name was Margaret Brogan.Her husband was Patrick and he had two brothers.I have photos of them three of them and the man in the photo is not one of them but yet he bears a strong resemblance to them and my father so I am really not sure who he is.

Yes, I am having difficulty deciding who is giving and who is receiving ::) The item being 'awarded' appears to be a key.

Downey received the Freedom of Limerick in 1932 could this be a possible link?
