Hi,
PRONI has a will for your James Morrison, complete with image. However his wife is referred to as Elizabeth Ann. See http://apps.proni.gov.uk/DCAL_PRONI_WillsCalendar_IE/WillsSearch.aspx

Is it possible to get the actuall marriage cert.
You don’t say when the marriage took place. However I assume it was probably before 1845 because James appears to have been born around 1804 and so probably married in the 1820s or 1830s.
Statutory marriage registration started for Non RC marriages in April 1845. Prior to that you won’t get a marriage certificate. What you may be able to find is a copy of the entry in the church register, if you know which church, and the records still exist. However don’t expect too much information from that sort of record. Most church registers for the 1820s and 1830s contained just the couples names, the date, their 2 witnesses and sometimes occupations and townlands. You rarely get parents name etc.
Do you know the name and denomination of the church where the marriage took place?
Given the information in the will that his wife was Elizabeth Ann, was there a second marriage? If post 1845 then there should be a civil certificate and that should give you more information.

There is an 1846 marriage of a Margaret CAIRNS to Anthony MORRISON in Drumlough LINK (https://familysearch.org/ark:/61903/1:1:FGNS-R4L)
based on the link to the will of James MORRISON given by kingskerswell
This man was married to Elizabeth Ann at the time it was written on Feb 05 1879
He had at least six children who are named in the will as
Ellen MORRISON
James MORRISON
Agnes BAMFORD (cannot see possible marriage)
Sarah MITCHELL (poss. m. James MITCHELL Jan 25 1879 aged 25 => bc1854)
Jean GRAHAM (poss. m. Samuel GRAHAM Dec 20 1862 aged 20 => bc1841
Margaret JOHNSTON (poss. m. Thomas JOHNSTON Jan 18 1874 aged 45 => bc1829)

I found the locations mentioned difficult to put into perspective
eg
I started with Ros Davies Co Down website http://freepages.genealogy.rootsweb.ancestry.com/~rosdavies/with an entry
James MORRISON . Hillsborough of Ednacullo; died 1 Mar 1879; will probated 1882 EA/Wills ie as noted by
I found no connections with Drumlough which could be in Dromore or Drumgath parish. I went down the Dromore path. Ros Davies gives
John CAIRNS . Dromore husband of Catherin McDowell ; father of William John b. 7 Mar 1837 & Margaret Jane b. 10 May 1838 & bpt. Dromore church of Ireland PR
Miss Margaret KEARNS/ CAIRNS . Knockbreda regd. Castlereagh; wife of Anthony Morrison; mother of Margaret b. 1865 & Anna Maria b. 1869 CR
Anthony MORRISON .[??m 1846 reg Hillsborough] Knockbredaregd. Ballymacarrett; husband of Margaret Kearns / Cairns ; father of Margaret b. 12 Apr 1865 & Anna Maria b. 30 Mar 1869 CR
emeraldancestors.com gives James Morrison m
a Margaret in 1857 ballymoney
a Margaret in 1859 lurgan
a Margaret in 1861 lisburn
a Margaret in 1862 more other places
I think Lisburn could have been a regional registration district so could cover Hillsborough or further afield.
then I remembered answering Cairns:Drumlough birth lookup on http://www.rootschat.com/forum/index.php?topic=732528.msg5776257#msg5776257
I think I stop now sorry I cant help more

... Is it possible to get the actuall marriage cert ...
The following website will be digitising an image of the original marriage registration to view for free at some time in the foreseeable future:
https://www.irishgenealogy.ie/en/
If you can't wait for that, GRONI online has a marriage registered in Lisburn district for a couple with those names, it took place on 27 October 1871 and choosing the 'Full' viewing option will show the digitised image for £2.50:
