Would appreciate if someone could decipher the Roman Cathoic marriage impediment which
appears to be in Latin

Dispensation was granted by the Vicar for a 4th-to-4th degree of consanguinity.
I think this indicates the couple were 3rd cousins (with shared great-great-grandparents).
ADDED - but some websites state 1st cousins ???
