Title: What is a foreign warden?

Two of my ancestors were Foreign Wardens in the Worshipful Company of Fan Makers. Does anyone know please - what is/was a foreign warden? Does it imply that they were themselves foreign? I'm trying to find my Huguenot links so I'm hoping it might be helpful :) Thanks.
