Hi Caz...I gave it a go but it is only scanned at a very low 72dpi... a scan at a resolution of 300dpi brings a more better result as there is more information to work with. I would guess at late 1890s.

Agree 1890's & probably early-mid decade.
The reason for the large hips is that during this decade hip-padding was popular.
