There is a record for the birth of John Cooper s/o Joseph and Ann, at "Formerly Mill Brow Independant, Marple Bridge, Derby", born 27 July 1803.

Joseph a Miller....other children of this couple:
James 1794
Sarah 1796
Betty 1798
Joseph 1800

Marple Bridge is some distance from Belper. Obviously it could be your John but there is the following:
John Cooper christened 24th July 1803 Ashbourne
Parents are a George and Sarah.
