Don't know if this would be of any help, but in 1911 there's a Richard Heritage Troy, born Kildare Ireland, living with his daughter's family in Stapleford. As daughter Mary was born according to that census, in Ripley in 1868, then perhaps 1871 there may help? There's also Mary's sister Emma b 1873 Leabrook, there.
He pops up consistently on censuses, more often as" Troy" earlier, doesn't he?

Could it be that he's used the surname of both parents, at different times in his life, and that the parents may not have been married? That could be the simplest reason.
I found one of my OH's ancestors who used one surname until he prepared for marriage, then used another on and after marriage. We think he'd been brought up assuming one was his and then at that point found out he'd been born and registered prior to - well, instead of - parents' marriage, and so reverted to his "legal" surname thereafter.

A Charles married in 1869
unknown birth 1870
Samuel  birth 1872

There is also this lady born about 1833, although it looks like she has a sister born in Dublin.
