I was thinking Mother and daughter, but you could be correct, and they are sisters.  Yes, the seat is strange.  This would have been taken in a country town in Victoria, Australia, if it is who we think it is, so perhaps it is a bale of hay.

I thought mother and daughter too. Lots of fabric in those dresses  - imagine the work in sewing them.
