Title: Stuntney 1871 Census - Fretwell

Help needed!
John & Ann (nee Watson) Fretwell were my gggg grandparents.  They are shown on the 1871 census living in Stuntney with children William 21 unmarried, John 19 unmarried (ggg grandfather), Sarah 18 married, Hannah 17 unmarried, Rebecca 15, Samuel 12 and Elizabeth 9.
Also shown on the same page are Susan Watson (who I believe is Ann's mother). She has listed in her household Furman & Sarah Lemon and their son Tom.  My research (via Ancestry) lead me to believe that Sarah Fretwell married Furman.  There is also Rebecca Fretwell listed aged 15.
I'm confused as it seems that Sarah and Rebecca are the same age as the Sarah and Rebecca living with John & Ann and I'm wondering if they could have been entered twice on the same census??

Highly likely given their occupations as well as ages are the same and Rebecca is shown as Susan's g/daughter
