I am looking for the parents of William Walter Harvey, who was born 1910 or 1911 in Dennington, Suffolk.

You need to look at the 1911 census.

If you check freebmd - his birth was registered in the December qtr 1910 so you should be able to find him on the 1911 census

If you know the names of any of his older siblings - use freebmd to look for their births. From the September qtr 1911 - mothers maiden names were shown on the entries

Once you have a maiden name - use freebmd to look for a Harvey marriage to that maiden name

I was amazed to find that the Dennington PRs have been copied onto fiche for general viewing up to 1924! 
However, on checking from 1900 to 1924 I couldn't see a baptism at Dennington for William Walter Harvey.  I have noted the only Harvey baptisms below, in case you're able to match this family with yours.
Children of Charles and Rose Elizabeth Harvey:
Ethel Amelia Nora - 7th May 1899 (of Brundish)
Charles - 17th Feb 1901
James William - 7th August 1904
