Only deaths more than 70 years old may be accessed, and you have no idea as to when he may have died. Only available through Manitoba's department of vital statistics. There was no census in 1913 -- are you referring to the 1911 census or the 1916 census?

Is this what you refer to - There is a border crossing Canada to the USA for Charles Cook born 1882 Peterhead aged 31 years - arrived November 1913 Winnipeg Manitoba. Wife Maggie - Peterhead Aberdeen Scotland. The destination port was Winnipeg, Charles could have gone anywhere in Canada or returned to the USA or back to Scotland. Have you found a passenger list for his wife travelling to either Canada or the USA ???

He was entering the US from Canada on his way to a friend, Dan McGregor, at 16 Hayden Street, Toronto. He entered the US at Pembina, North Dakota. It's shorter to travel through the US than through Canada, which is why he was likely crossing the border. Indicates he had originally arrived in Canada at St. John aboard the Cassandra in March 1911.
1911 Canadian Census has him living in Marquette, Manitoba, working as a servant in the home of George Rankin. Says he immigrated in 1911. Also in the household is another servant who also came from Scotland in 1911 named Angus Comrie.
I found Angus aboard the Cassandra in March 1911 (altho' his first and last names are reversed on the passenger record). Interestingly, I do find Charles (last name looks like Cork) on the same ship. Both are bound for Winnipeg, but Charles says he was in Canada before from 1898 to 1910.
