Here is the marriage you refer to, I think. Both names are on the same page.

1873 Waterford vol 19 pg 461

You can send for a photocopy of the entry - 4 euros here (https://www.welfare.ie/en/downloads/Marriage_Civil_Partnership_Form-English.doc)

Heywood

There are three births in Waterford - John, Margaret and Patrick. Is that your family?

John's birthplace is shown as Killea/Killen; Waterford and Rose Lane. That may help you trace his parentage perhaps.

Griffiths Valuation shows Diggins in Dunmore, Killea.

It was a survey of property ownership around 1850s. It is limited but can give an idea re places. http://www.askaboutireland.ie/griffith-valuation/

Civil registration of births in Ireland started in 1864 so there will be no birth certificate for anyone born before that date. For earlier dates you need to search for church records.

To find church records you need to know both the family's religion and where they lived (parish if not actual townland). Then you need to see what records exist (not all records survive and of those that do not all are online).

Hi Jennyrob just came on your post, the marriage, of John Diggins to Bridget Burke, was 14yj Nov 1873, Killea, John Diggins age 24, Pilot, son of John Diggins, Pilot, and Grand son of Patrick Diggins & Margaret Flynn, Bridget Burke, age 22, daughter of John Burke, Mason, Killea, Dunmore East, their family, Margaret 1875, John Diggins, 1877, all Dunmore East, and Patrick Diggins, 1878, Rose Lane, Waterford City, and yes this family left for Cardiff. I was researching Bridget Burke as her father's trade a Mason, I had a GG Grandfather John Burke who was also a Mason, from Faithlegg, same parish of killea. Jim

Hi Jim

I have been looking at a lot of births deaths and marriages in Ireland and some of the churches have been very helpful supplying me with records

 Good luck
