Title: Records of Licensed Cattle Drovers?

An ancester in 1869 lives in London, and is described as a Licensed Cattle Drover.

Can anyone throw any light on who would have issued the License, and whether there might be any surviving records of such?

This site states that drovers within the city limits were licenced by the City of London Corporation http://dianajhale.wordpress.com/2013/05/28/food-and-the-city-retracing-londons-drovers-roads/
