Just looked on FindMyPast which has an army file for 56883 Frederick Joseph Peters, a platelayer, of 108th Coy RE. Address Great Lane, Bell St Whitchurch. Married to Edith Goddard in 1898, 7 children 1900- 1915. Is that him?
EDIT it's also on Ancestry

Given that he was a platelayer it seems that they did plenty of railway building and maintenance.

I think you'll find a militia record for him on Findmypast.

I'm wondering whether you need to get a few more certificates because the marriage index shows his name as Frederick George PETERS.

a militia record for him on Findmypast
I see it - Frederick Peters 7363
I see also that he is Frederick J Peters on the 1901 census
