I have a medal, The Great War For Civiilsation 1914 - 1919. On the side of the medal is : 4223 PTE.
T. Kelly. Leins. R. I would like to find out who the belonged to.

It is a Victory Medal. It was awarded with the British War Medal for any WW1 soldier who served in a war zone. The rank and regiment on the rim are what he was on 11th November 1918.
If you have Ancestry you can get a copy of his medal card which may give you his first name at least, and maybe more. Ancestry also have all surviving service records. Two-thirds were destroyed in a fire in 1940.
The number is very low, so he may have been a Regular or Special Reservist at the start of WW1 - http://www.1914-1918.net/leinster.htm
