I've had a look for your Harriet and I hope the following is of assistance (I've tried to give you the resource I've used so you can validate the information).
I used www.familyhistoryonline.net (http://www.familyhistoryonline.net) which is a pay per view site (I had some credits left over) and http://freecen.rootsweb.com/ which has 99% coverage of the Cornwall 1841 census and found the following.

I can't find Michael and Mary in Cornwall in the 1841 or 1851 Census - but they may be there under other names
I think I have found Harriet in the 1851 though but without the rest of her family - so there in lies a small puzzle.

I didn't look for Richard Gale at all.  From your post I couldn't tell if they were married in Oz or in England.  Either persons death certificate should tell you.

				Jenny your info looks spot on. I am just beginning, so I will do some certificate searches and then may be able to narrow it down a little. At the moment I really only have what I put down.... Although I know Richard Gale was in Australia before 1865 (pre the 1871 Census)  when their first child Elizabeth Mary was born in Kilmore Vic Australia.
Funnily enough Harriet married twice first to Richard Gale and then to Bill Gale. The first marriage had 6 children and the second nil. Apparently Bill Gale discovered the coal deposits in the Gippsland region that now fuel all of Victoria (so a bit of a celeb !)  :)
Grandma used to say that we were related to the Earl of Warwick - Richard's Grandfather - but I imagine one of them used to work in the kitchen. There is some information that Richard Gale's father was a tobacconist in Kensington and that he had 3 children - my Richard,  Charles and Clara.

I had a little more of a look seeing the info was heading in the right direction.  The Victorian indices seem to have a huge amount of information.  Perhaps someone with access to the historical index can help with some lookups.
There is a marriage in the Vic BDM of Harriet Hill Sedgman to Richard Thomas Gales in 1861 Reg 4069.
The children were (as you know)
 GALES Clara  b 1863 Ref 8545     
 GALES Elizabeth Mary b 1865 Ref 2986     
 GALES Herbert Edgar b 1873 Ref 22311     
 GALES Edith Amy b 1877 Ref 13532     
 GALES Richard Norman b 1869 Ref 3019     
 GALES Marion Alice b 1879 Ref 7355 
Harriet Hill Gales then married William Gales in 1888 Ref 5969
So Richard Thomas Gales must have died between 1879 and 1888.  I'm not sure but this looks like his death though I don't understand the Zebulan so it may not be.

Harriet Hill Gales daughter of Michael Ledgman (sic) and Mary Hill died 1924 Ref 10599 .
It looks like they both immigrated prior to 1861 but the death certificates would be the best way to try and work out where.

Some of it is rather complicated isn't it, particularly when things don't quite match.  I really appreciate all the checking you have been doing, it's wonderful. I actually thought the surname was GALE not GALES but I must be wrong. 
The children of Harriet Hill and Richard Gale/s I had down as :-
Clara - who married Walter Boothroyd - they had Lena, Joe, Jamie, Fenton & Nellie.
Elizabeth Mary - who married James Halstead - they had James Herbert, Richard, Minnie, Harriet Emma (my Grandmother), Arthur Edgar, and Martha (Cissie in some notes, died young)
Herbert Edgar - who married Mabel and had 4 children
Harriet - who married Charlie Davis and had Jessie(Female), and Cedric
Marion Alice - who married Alex McGrath and they had Alex, Eileen, Ruby, Richard, Nellie, Val and Arthur
Matilda - who married Harry Beswick and they had Sonny, Harold, Elsie and Edie
I didn't have Richard Norman or Edith Amy. Maybe Edith was known in the family as Matilda.... another puzzle.
And with the earlier information Harriet Hill Sedgman's siblings were :- Fredrick and Elizabeth Jane.....

You may already know this by now but I have some information you may be interested in. My GGrandfather was Azarias Beswick (sometimes called Harry) who married a Phillippa Gales (father Richard). They had 8 children - Edwin Thomas; Daisy Elizabeth; Harold Ernest; Herbert Harry (my G'father); Edith May; Ada Mary; Elsie Marion and Ivy. I believe we are descendants of Harriet Hill Sedgman and Richard Gales. I haven't proved it all yet but I grew up believing a distant uncle was Frank Sedgman the world class tennis player and names, dates and other indicators all fit. As Richard Thomas Gales he married Harriet in 1861 but sometime between then and his death he appears to have taken on the name Zebulan Richard Thomas. I'm wondering if he converted to Judaism?. A bit of a mystery.

They had 11 children, Alec, Val, Arthur, Eileen, Helen (Nellie) Dorothy (Dorrie), Richard, Leonard (Len, my father), Edith (Audrey), Ruby and William. Marions parents were Harriet Hill Gales (nee Sedgman) and Richard Thomas Gales. Can supply further details if required of the families of the above children (all now deceased)..
