Here are the GRO refs. that are matches for your family above.

1868 - Winifred Burton - Birth
     Volume - 6a   Page - 433
     Quarter - September
     District - Ledbury

1872 - Elizabeth Burton - Birth
     Volume - 6a   Page - 496
     Quarter - June
     District - Hereford

I found them out on the 1861/71 & 81 Census and discovered that Winifred was born in Woolhope, Herefordshire and Elizabeth, Fownhope, Herefordshire.  The above registration districts correspond with these birthplaces.
