Would anyone know where I would find the electoral roll for Burnley for the years 1939-1945. I have searched the Burnley council website and cant find anything listed.

The electoral registers weren't compiled at all 1939-1945 as the government had other things on its mind.

For £42 you can get details from HMG's 1939 National Identity Register:

Basic facts about the 1939 National Identity Card:

Taken on the night of Friday 29th September 1939.


Details recorded for each person were:

Residence
Name
Sex
Date of birth
Marital status
Occupation
If member of armed forces or reserves

(Cheap at half the price.)

And FindMyPast have announced that they are digitising these records so they'll be available sometime in the not too distant future

Might the reference section of the local library be able to help? If you give them the full name, they may possibly be able to provide the appropriate address from electoral registers pre or post war?
         If you are just seeking likely addresses, you could try the Lancashire online Parish Clerks site, and then click on Burnley ... then go down the registers list, right to the bottom, where there is the local cemetery records.
          If you type in the surname(s) you are after, then I think there's a facility to find the others in the same grave - and in many instances until a couple of decades back, the address is given where the person died. Could that be of any help?

Burnley Library have good collection of Burnley Directories, also the Records Office in Preston do too! 

Might be a bit of a search if you don't know the address, but if they had a trade, plumber, butcher etc., it might be a bit easier, although not everyone wanted to appear in the directories, same as some of the directories.

Next best thing to the Electoral Rolls,

The 1945 directory can be purchased on a well known auction site for about £5.
The nearest available to 1939 is the 1937 directory again for about the same price.
