The purpose of the censuses was to enumerate everyone in the country alive at mid-night on the day of the census, wherever they were, and all Institutions like Workhouses, Prisons, Hospitals, Lunatic Asylums, where people were inmates were included.

If people were in an institution (Jail,Hospital,Workhouse etc) on census night, you often find that they are not enumerated with their full name. The warders had so many to list they sometimes put them down just with their initials.
