The National Library of Scotland at http://maps.nls.uk/ hosts 729 maps of London surveyed at 1:1056 scale, published between 1893 and 1896.

Thanks for this link. This is the best map I have seen of London for this period. I think this should be moved to the London & Middlesex Resources.

Also on this site are all of the English OS Series 2 maps 1893-1909 at 1" to the mile and various later series.
Other than London, only Scotland is covered at 6" or 25" scale. If you are using the Graphic Index it is generally more useful to choose the 1920s map as a background.
