You might find him here, needs some digging:
http://db.theclergydatabase.org.uk/jsp/persons/index.jsp

There is a fair chance he was a graduate of Cambridge or Oxford. Both of these lists are on Ancestry and sometimes provide exciting detail.

Might be worth searching the British Library India Family database, also the FIBIS database.

Not sure that this is right Reverend, but seems likely.

In 1809, Richard Clarke, son of Reverend Thomas Clarke one of the Prebendaries of Hereford Cathedral, married Miss Mary Thorburn, of Brompton.

In November 1810 Rev Thos Clarke, one of the Prebendaries of Hereford Cathedral, died at Stanmore, Middlesex.

In February 1816, Ann, relict of the late Rev Thomas Clarke, one of the Prebendaries of Hereford Cathedral, died at Ross.

A Prebendary was the ordained title holder of a cathedral benefice, who obtained income from a prebend. A Benefice in the Church of England implied the granting of an office which awarded certain revenues in exchange for certain duties.
