 Hi, In 1860 would there be any reason why a birth was not recorded.

Failure to register a birth only became a fineable offence in 1874/5 so many births went unregistered prior to then

There was a small charge for registering a birth - a few old pence.   However - that was a lot of money in those days so many parents chose to put food on the table rather than buy a "piece of paper".

Baptisms could still be carried out years after the birth so expand the time period you may get lucky
