The collar he is wearing came into style a bit before the war and stayed for a while, so I'm guessing maybe the war or 1920s. Hard to say as mens' fashions didn't change much, especially during the war.
Is this guy from Quebec? Any photographer's stamp on the bottom or the back?

The tie and the style of collar would date this to around 1910. Pre WW1 at any rate.

Yes - from Victoriaville - thanks so much - I do not have the original. But he lived in Worcester MA by 1913 but this pic I suppose could have been taken either place as I believe he travelled back and forth a bit.

Photo was taken in Quebec. I have one mounted on the same cardstock, except on mine the fleur-de-lis design on the bottom has been highlighted in white. Mine's also been cut to fit a frame, and the photographer's name is partly gone. Should read 745 Wellington, Verdun Que.
