My 2nd cousin was born ..................... on 3 April 1948 in Exeter, Devon. His birth certificate shows he was adopted. I don't know how to go about looking for adopted persons in the UK. He has a living sister and a half-brother in England, as well as a half-sister in the US. I live in the States as well. Any help is appreciated.

RootsChat is meant for finding ancestors, rather than living people so I have edited the name out of your post.
Personal details of any people known or thought to be living will be removed, in accordance with RootsChat policy, to avoid spamming and other abuses. So people here will be able to give you general tips and hints how to proceed, but not any concrete details.
You will also find more tips here:

You could also contact the Adoptions section at the General Register Office (GRO) at Southport. There is an 0151 telephone number here

Is it acceptable to put some details about his (birth) parents or grandparents, which might improve chances of success a little perhaps??

Hi. Thanks for the reply. I was informed that this site is for searching ancestors and not living relatives. His siblings know who his parents are as well as the proper Adoptions department. The topic should be closed now but I don't know how to do that.
