Title: Rose White Colbourn 1911 Census

My Paternal Great Aunt, Rose White Colbourn, appears in the 1901 Census aged 12. Her Death is recorded in 1977 aged 88. However there seems to be no sign of her in the 1911 Census. Whilst I realize that some aspects of 1911 Census are incomplete, entries for London and Essex should be better than other areas. 1901 Census shows her in Walpole Road, West Ham and death in 1977 shows her in Runwell Hospital.
Any help with 1911 Census gratefully received. Why would Rose be unaccounted for?

May be absolutely no connection but the free index on the link below shows a female Colbourn born 1890 going to Montreal in 1907.  No name or initial and there are others of that surname on outgoing/incoming lists

 Some  women    didn't   do  the census in 1911    in  protest ,  as they  supported  the  new  Suffragette  Movement
