Hi,
Within that timeframe, I would think that the most helpful source might be Voters' Rolls and Valuation Rolls. The first would give the names of all residents entitled to vote and the latter should give the name of the owner and occupier.
The voters and valuation records for Renfrewshire are held at the Local Heritage Library on the High Street.
See here: http://www.renfrewshire.gov.uk/webcontent/Home/Services/Libraries/Local+and+family+history/Special+Collections/
Depending on where Wellpark Buildings were/are, they could have been affected by boundary changes, so the records might be with a neighbouring local authority.
Best wishes

There is a park in Greenock, the Wellpark, site of the old Mansion House. It is a well known Greenock park with the original well still marked. It is bounded by Lynedoch Street to the east and Bank Street to the west with Regent Street to the South. It is possible that there may have been houses in the vicinity named after the park. The Watt Library in Greenock may be able to offer some information.

Wellpark Buildings is a "modern" complex in Greenock at the top of Regent Street opposite the site of the now demolished East Kirk. It can be searched and seen on Google Street View. I don't know when it was built.
