On a passport it states Racine Russia as birth place in 1889...what would be the current name of that city..thanks.

Unfortunately, many variations come up for "Racine", Russia using the pre-WWI
designation. Was there a place name mentioned on a ship manifest?
The next option is to locate other documents which may have your ancestor's
birth information - a death certificate, an obituary, a possible mention in his children's obituary, etc.

There is a village called Racin near river Eglony, left tributary to river Dzwina.
