Title: 1911 census Balmoral Terrace, St Hellier

Can anyone help me with a query regarding the census?  The relative in question was in the army in India.  The address on the census shows Balmoral Terrace, Indian Army, St Hellier.   Was there special housing set aside for the services?  Does Balmoral Terrace still exist.  I would be really grateful for any help.
