I have been searching the 1861 Cesnus looking for your Carters but must admit to being completely stumped by them. Although there are a number of Carter families in the Paulton/Clutton area none of them match your family precisely. I extended the search more widely to cover the rest of England but again could not match your family group precisely. I therefore checked the 1861 Wales census and that showed up a number of Carter families from Paulton who had migrated to Wales but again none of them matched up with your list of names.
Of the references I found that might be something or nothing:
RG9/21 Folio 80 Pg 8
shows a Jane Carter (born Somerset) visiting with a family called Graham in London
and
RG9/4218 Folio 82 Pg 29
shows a George Carter b1841 Paulton, Somerset as a "Relation" to a family called Hughes living in Llanagattock, Breconshire. The head of the Hughes family is also George, born Paulton, Somerset.
Are they shown in 1871 and 1881 as being in Paulton?
