I was wondering if someone could help me with the strange address on my great grandfathers birth certificate.

I was just wondering why they had a street and a road on it

I've seen this before and my best guess is that the first street mentioned was within an area better known for the second street mentioned. Whether Waterloo Road was an official "division" of Lambeth I don't know.

It is not a strange address - Frances Street was just a small street off of Waterloo Road (a main road). I assume on the certificate it is given like this to clarify where Frances St was. This is very common in big cities like London.
If you are interested in seeing an old map, go to http://www.old-maps.co.uk/maps.html?coords=531000,180000
Select the first old map on the right hand side - the 1851 map has Frances Street on it.
Click on 'Enhanced Zoom' at the bottom, and if you look down the west side of Waterloo Road, Frances St was a couple of streets north of Waterloo station.
