Still trying to learn this system. Is there some way to send an email to another member without using the PM function?

Only if the member has agreed or wished his/her email address made available - you can check this by looking at one of their postings and under their avatar there may be an email icon - if not they have not made their email address available.
However, one more post and you will have access to the PM system.

The short answer is 'no'. Email addresses are not allowed on the public boards - too many weird people out there who might abuse them!
You would need to send a PM in order for that rootschatter to give you his/her emails address.
Any reason why you don't want to send a PM?

I asked about email mainly for those cases where the member may not log in very often.

Not quite correct - email addresses are NOT allowed in the body text of any postings but if a member made their address available through their membership settings when they joined then this is symbolised by an email icon under their avatar. This system while making the addresses available also offers a certain level of protection where publishing them in a posting offers zero protection.

Ancestry email the recipient to let them know that a PM is waiting for them.

But, if you PM someone don't they get an email from RC informing them that a Private Message is waiting?

As long as they haven't switched off their notifications on the topic you are interested in or changed email addresses, they should receive a message that you have posted a reply on that topic or sent a personal message.
