What information would there be regarding an Irish birth 1823c?
EG , parents names etc.

Civil registration of births started in 1864 so there will be no birth certificate for someone born before that date.
Baptismal records vary greatly according to the religion, church and clergyman. Many records pre-1850 do not survive. If a baptismal record for 1820s exists the details will probably be minimal- date and child's name, perhaps parents (or just father), maybe townland.
To see if any Irish records of the family survive you'll need to know both their religion and where they lived (parish if not actual townland).

Thank you for your reply.
I was considering a professional researcher to find out the information I was looking for, but as it is miminal and I do have parents names and religion etc it would not be worth it.
