Alas with any sharpening its the resolution of the image and the file compression letting the sharpening process down. If its possible to scan again http://www.image-restore.co.uk/blog/saving-your-images-correctly-for-photo-restoration/  (http://www.image-restore.co.uk/blog/saving-your-images-correctly-for-photo-restoration/) using the tips on this post then maybe something more can do done. I know that it may not be possible as the original may be long gone but its always wroth a try! File compression, grain and resolution are so important when restoring old photos, and i sure you have heard it a million times so ill shh. :0)
