James and Ann were born well before the start of full civil records in 1864, which means you would have to see if any parish records are available for the area they lived.

I think best line of research would be to follow up Catherine on the all English census returns you can, to see if she ever gives a more detailed place of birth - ideally the name of a town, but even a county or city would narrow down the search area a little.

Did James and Ann have any children born in England ?
If so it might be worth searching for a birth cert  to establish Ann's maiden surename

Names and any birth details of other children in that family and definitely Ann's maiden name would be very helpful.  Can youpost anything more that you have?

Is Ann the person listed as Ann Costollo (Widow) in the familysearch transcription of the 1881 census, at 2 Back Duke St?  If so, the following from www.cheshirebmd.org.uk could be a birth record for her daughter Sarah age recorded as 23 in 1881:
Birth Indexes
COSTELLO Sarah QUINN 1857 Stockport First Stockport Cheshire ST1/39/40       N/A

Others with mother's maiden name Quinn are Thomas born 1854 and Lucy, born 1859.

Also this could be James' death.  Do you have his death date?
Cheshire Death indexes for the years: 1865
COSTELLO James 37 Stockport First Stockport ST1/46/78
