Does anybody have old photos of this area or have relatives from circa 1890 linked to the road?

Do you mean Lavant Road, Chichester? Pretty sure there isn't a Lavant Road in Westhampnett.

In my Great Great Grandfathers census 1891 he was shown at 23 Lavant Road, Westhampnett... I do not know the area of Sussex as I live on the Isle of Wight!

That explains it - Westhampnett is the registration district rather than the town/village they are living in. Lavant Rd is a main road running from Chichester through to Mid Lavant to the north. No 23 is in Mid Lavant.
Googling will give you some information and present day pictures. I haven't  found any old photos of Lavant online.
