A very long shot here as I look for two SKELLY sisters , who in about 1911 or 12 were in Russia. They returned home to Berwick-upon-Tweed in 1817 at the outbreak of the Russian revolution. One sister was a governess and the other an interpretor. How do I access any travel information either in the UK or in Russia?

Unfortunately, passenger lists for ships from/to Europe were not routinely kept.
There might be records on the European side depending on which route they took.
