Title: MYSTERY relative for dating please?

Hi
We have this photo, plain on the back which I scanned of a family member. The thing is, we aren't sure who and would love some idea of date. It looks like he has a sling? on his arm. We called it the Jewish Man, although there is no Jewish ancestry to us. Any ideas on the hat, too?????
